Political Situation
Uruguay is a democratic Republic with a presidential system. The State is organized in three independent branches: Executive, Legislative and Judicial. The Executive Branch consists of a President and 13 Ministers. The Uruguayan Legal system is based on legal rules passed by the Parliament and promulgated by the President of the Republic.
Commerce with Uruguay
Uruguay has a free export and import regime, without any importation quotas. It operates under a free market system without any restrictions on foreign operations. There is tariff exemption among Mercosur members and tariffs vary between 0 and 20% for non-Mercosur members.

The Mercosur was created by the Protocol of Asunción subscribed by Argentina, Brazil, Paraguay and Uruguay, in 1991. Later, Bolivia, Chile, Ecuador, Colombia and Peru joined in as associated countries and Venezuela did as a full member in 2006.

This agreement regulates free circulation of goods, services and productive factors, through customs tariff exemption and non-tariff restrictions on goods, among others.
